Resolved Question: Is it illegal to have someone dressed in a costume standing in front of your store waving to attract customers?

I run a Gold Buying store in Elkhart, IN and we are being told that having a guy in a Grinch costume standing on the sidewalk in front of our store waving to the cars and people going by is illegal. He stays in 1 spot directly in front of my shop holding a sign with our stores name on it and just waves. Does anyone know the laws concerning this? Is it in fact illegal to have him doing this? He's not causing any accidents or anything? OK it's the zoning lady crying about it. She got mad about a flag we had out front that we took down.
